Dell Ps2 Serial Port Adapter Driver

After 3 days of digging, I found the fix for the OptiPlex 790 and 990 PCI Serial Port Driver issue which shows as a yellow triangle under Device Manager. This trouble occurs when you upgrade from Win 7 which is fully-supported by Dell on these machines, to the unsupported Win 8 or Win 10.

1.Which device are you connecting using the USB converter?
2.Does the USB converter work on other computer?
3.Are you able to use other USB devices on the computer?
First I would suggest that you check if the USB connector works fine on any other computer.
Method 1
I would suggest that you uninstall the unknown device listed in the device manager and later restart the computer to automatically reinstall USB controllers , check if it works.

Method 2
If the above step fails then I would suggest that you reinstall all USB controllers available on the computer.
First disconnect all the USB devices except mouse or keyboard.
Use the Mouse
First, please disconnect all USB devices and then perform the following steps:
a)Click 'Start' button, type “devmgmt.msc” (without quotation marks) in the “Search” bar and press 'Enter'. Click “Continue” if necessary.
b)In Device Manager, double click to expand 'Universal Serial Bus controllers', right click on the Host Controller, click 'Uninstall' and click 'OK'.
c)Repeat the step 2 to uninstall all items under 'Universal Serial Bus controllers'.
Then, restart your computer and Windows 7 will reinstall all USB controllers automatically.
Use the Keyboard

First, please disconnect all USB devices. Then, go through the following steps:
a)Press 'Ctrl + Esc' to open the “Start” menu.

b)Type “devmgmt.msc” in the Search bar and press 'Enter'. Click “Continue” if necessary.
c)In Device Manger, press Tab and use 'Up' and 'Down' to move the highlight to 'Universal Serial Bus Controllers'.
d)Press 'Right' and expand it.
e)Press 'Down' to move to the first item and press 'Delete' to remove it.
f)Repeat the step 5 and uninstall all items under 'Universal Serial Bus Controllers'
Then, restart your computer and Windows 7 will reinstall all controllers automatically.
